COSSA Five Year Plan

Overview:

 The COSSA Park Shooting Facility has been a resource to the Central Oregon and Northwest shooting communities for over 25 years. We have hosted thousands of events and had tens of thousands of visitors. We provide safe shooting venues for private citizens, law enforcement and military personnel. As we look at the next 3-5 years, we hope to continue to improve our facilities, grow our membership and provide safe and responsibly managed shooting and training opportunities for all of our customers.

With these goals in mind, our plans for the coming short term (3-5 years) include completion of a new Sportsman’s Range on the west side of our facility and creation of a wider training range at the east end of our current series of bays/ranges.

Sportsman’s Range:

This range area will be approximately 1010 yards deep and primarily 100 feet wide. At the beginning of the range, there is a planned wider area, approximately 70 feet wide and 150 feet deep that will form an “L”. These distances reflect the range floors. This project will require berms that expand the final footprint to approximately 264 feet at the widest part. The wider area will be used for shorter range shooting, to include handgun. It is located immediately west of the Gong Range and will share a common berm with the Gong Range on the east edge of the Sportsman’s Range.  This range is intended to serve as a training location for hunter-specific training, including rifle sight-in, hunting specific shooting training and other related areas. Additionally, we intend to use this range for law enforcement training as we believe that when finished, this range will meet some critical law enforcement needs. These needs include high protective berms which will allow for shooting at varied angles and both close and distant shooting options. When finally complete this range will include two enclosed “pole barn” style shooting covered areas with concrete pads, a meeting building, picnic tables/benches and a gravel-covered parking area. A detailed diagram of this facility and a map showing the location is attached. GPS coordinates are included on the attached map.

Facility Specifics: Covered Shooting Buildings

The covered shooting buildings will have footprints of 20 feet wide and 60 feet long. It will necessitate the digging of 12 post holes for each structure. The posts will be secured with concrete. The floor of these buildings will be poured concrete slabs approximately 6 inches thick and approximately 20 x 60 feet in size. The building will be painted in the same brown color scheme as other COSSA buildings, or left in natural wood like many of our western-themed buildings. These buildings will not be started or completed for at least one year.

Facility Specifics: Meeting Building

This building will be a used for classroom training and as a meeting place for groups using the range. This building will be a modular construction similar to “portable” classrooms and will rest upon concrete support blocks concealed under wrap around skirting. The footprint of this building will 20 x 30 feet. The building will be painted in the same brown color scheme as other COSSA buildings, or left in natural wood like many of our western-themed buildings.

Parking Area

The parking area will be a level, gravel covered area approximately 1/3 of an acre. Gravel will be “3/4 Minus” size or similar. The GPS Coordinates for this area are on the attached map(s)

Range

The range floor will be primarily horizontally level and approximately 100 - 170 feet wide. The range will extend to a depth of 1010 yards. The elevation of the range will increase with the contours of the land from the shooting area until the furthest downrange impact area. Berms on the sides of this range will be 10-12 feet high with base widths of approximately 20 feet. The berms will have narrower peaks at the top, consistent with other berms at this facility.

Lead Management: In accordance with our existing lease (Section 8) and further articulated in Subsection 3 in Exhibit C, R&PP Lease Stipulations, we shall comply with the guidelines found in State (OAR 340-122-040 and OAR 340-122-045) and the Federal Regulations in 40CFR 262.24 and 40 CFR 262.11. We shall comply with OSHA Standard 29 CFR 1910.1025, subpart Z, Toxic and Hazardous Substances, that are included in the General Occupational Safety and Health Rules, OAR 437, Division 2. We shall continue to maintain and increase our lead fund and lead management plan in accordance with the provisions of the Lead Management Plan (Exhibit D), while continuing to adhere to the other conditions set forth in Exhibit D or articulated elsewhere in our existing lease or supporting documents.

Safety:  As described with Exhibit C, R&PP Lease Stipulations, Subsection 4, all shooting shall be conducted in accordance with the guidelines of the National Rifle Association for shooting range facilities. We will post this information at the range. Members of COSSA, when present, shall serve as monitors to direct range activities and administer range operations. COSSA may require that general public use of any ranges within the lease area be limited to times when members are present and able  to monitor use.  COSSA may require safety and orientation training (and currently offers this on a monthly basis) to any member wishing to use the ranges and/or facilities within the lease area.

Cultural Resources: COSSA agrees to abide by the conditions set forth in Subsection 5 of Exhibit C and shall notify BLM of any ground disturbances at least 10 days prior to surface or subsurface projects. All other conditions and responsibilities set forth in our existing lease or guiding exhibit documents will be followed. 

Vegetation: In accordance with Exhibit C, Subsection 6, COSSA shall utilize a of method of soil stabilization, by means of application of substances such as gravel, cinders or equivalent mulch to be placed around shooting benches and along trails or walkways. COSSA will continue to control noxious weeds in accordance with accepted methods, working in cooperation with BLM. We will further control weeds on the range floor with accepted methods, including mowing.  

Visibility: This range should not be visible from the Highway 20.

Additional: COSSA agrees to maintain and operate this range in accordance with all other provisions of our existing lease, not already articulated in this proposal.

East Training Range (to be designated as Bay #19)

This range area will be approximately 200 yards deep and 50 yards wide. It will be located immediately east of existing Bay #18 and share a mutual berm between the two shooting areas.  This range is intended to serve as a training location for large groups, such as larger law enforcement group training, military groups and commercial trainers serving members of the general public. When complete this range will include a “pole barn” style covered area with a concrete pad. A detailed diagram of this facility and a map showing the location is attached.

Facility Specifics: Covered Shooting Building

The covered shooting building will have a footprint of 12 feet by 40 feet. It will necessitate the digging of at least 10 post holes for the main structure. The posts will be secured with concrete. The floor of this building will be a poured concrete slab approximately 6 inches thick and approximately 12 x 40 feet in size. The building will be painted in the same color scheme as other COSSA buildings, or left in natural wood like many of our western-themed buildings.

Parking Area

Parking area will be in already established parking areas in the vicinity of this range. No changes to existing parking areas are planned.

The elevation of the range will increase with the contours of the land from the shooting area until there furthest downrange impact area. Berms on the sides of this range will be 10-12 feet high with base widths of approximately 20 feet. The berms will have narrower peaks at the top, consistent with other berms at this facility.

Other Planned Projects in our 5 Year Plan:

Fire Safety Tree Thinning: COSSA wishes to begin a yearly program of thinning the new growth Juniper trees.  We wish to follow accepted guidelines for this tree thinning on the steep slopes north of our shooting ranges. ReadyforWildfire.org, a California State fire resource page, recommends spacing of 20-30 feet between trees, depending on the steepness of the terrain. We will consult with local Oregon wild fire resources and submit a specific plan to BLM before any tree thinning begins. 

Water Well:  We would like to begin investigating the possibility of a windmill sustained water well at our facility. This will help with fire suppression activities and help us with maintaining limited vegetation. Having fresh potable water will also increase our ability to attract more visitors and activities. We realize that there are numerous steps to be undertaken, including securing proper permits and clearances from all controlling government entities. We will partner with BLM before any changes are made to our facility.

Hunter’s Walking Range: We are planning a hunter’s walking range east of our existing shotgun ranges. We previously described this area as a “future development” on our range maps. We intend to leave this area primarily unchanged except for walking paths through the vegetation. See attached map / diagram.
